Added more informations about Global messages

The Global Message feature didn’t have Error Messages in case of wrong formatting, or users that blocked the bot and therefore can’t get private messages.

After this update, in the Global Messages page, there will be a Real-Time Counter of the users that got the message, and an eventual “critical error” if available
